The Arizona Bar Foundation is proud to announce the completion of the 2025 Arizona Legal Need Study. This study is a federal requirement of the three Arizona largest legal aid entities: Community Legal Services, DNA People’s Legal Services, and Southern Arizona Legal Aid, who are working closely together to create a seamless statewide legal service system. The study results guide their boards in determining the local priorities for their individual service areas. This study did confirm what we all know –
legal aid is a vital service to Arizonans and the need is greater than the resources available. While we seek input from all of Arizona’s legal community, early planning for the study’s findings has begun:
- Seek new partnerships and support to answer the great need for outreach and service: Of those having a legal problem over 50% did not seek help and the number one reason is they did not know where to go.
- Begin exploring avenues to increase access in the priority needs identified: protecting income and avoiding debt, housing instability, family issues, as well as employment and health (including mental health) legal problems.
We need your help. Arizona needs us all to work together. As you read the study you will see that the nearly 6,000 respondents are our neighbors – people from various backgrounds, education levels, income levels and both rural and urban communities. Our neighbors need legal assistance. It is our hope that this report will help guide a unified effort to ensure that all Arizonans have access to justice. We must do better.
